I have a Ruger Blackhawk 454 Casull. It is in stainless. I know a 45LC has a max Sami cup of 32,000 and the. 454 has a max of 65,000.

Question is: is it safe to engrave the cylinder on a pistol that needs to handle these pressures?

Yep, it's ok HOWEVER----expect the cylinder to be extremely hard.
I have a Freedom Arms .454 and thought about engraving it one day. I know that cylinder is heat-treated 17-4 stainless steel. It would be a very tough project for a veteran and that's probably why I never engraved it yet. I don't need the aggravation/frustration.

As Brian says, the cylinder will be more than a little tough. Go shallow with your cutting, and don't try any carving or inlay, and you should come out alright!
