i have a hss # 45 flat graver, the old style, full length. i want to cut the tang way down to about half the graver length. i then want to heat to the point i can bend the tang maybe 15- 20 degrees of angle. if i do this , will the cutting end be ruined?

No,not if you are careful. just don't let the heat colors climb to the other end past where you are going to bend it. just anneal the tang end and leave it.

Monk,

Dave's advice is good advice. The question however that needs to be asked is it HSS or carbon steel. If it's carbon there shouldn't be any issue.if it's HSS often time they use air hardening steel which means it will be almost impossible to anneal it unless you have special equipment.
