This is done in Procreate on the iPad, but should work similar on any photo editing program on computer or tablet.
Import a photo (obviously high quality better)
Make it black/white
Adjust a little exposure (this part you have to experiment with)
Duplicate the photo and change the blend mode to Divide. (now the photo should look white)
Now adjust Gaussian Blur to the photo you just changed blend mode to. (this part you have to experiment with, but not too much blur)
Merge the two layers.
Now adjust Curve.. most often to darker.
Here a little YouTube video where I´m doing the process.. You can get some pretty cool details even on dark photos where the details are difficult to see.. like a bear, black horse and such.. I´m sure it´s other ways too, but hope you find it useful
