I would choose the one with the three scrolls, looking forward to the finished piece.

Yes I would go for the one with the 3 scrolls, but look again at every first leave on each scroll, If you make them a bit bigger reaching the border a bit more will deal with the balance of the negative space.
I was so free to illustrate it. Not saying this is the best way, but it is something Andrew already pointed on that many times, I thought it is my turn now.
Thing is like I learned, you have to cut to the line, not on the line.
By cutting on the line, the leaf shapes will become smaller, so the line you will cut only has to touch the outline as the cut will have a thickness and only the border of the cut will border the leaf shape.
