Bought a sampler package of Saral Transfer paper from Joann Fabrics .
http://www.saralpaper.com/products.html

I used the yellow on a 3x4 practice plate. The transfer was firm on the steel. Didn't rub off through the engraving process.
How I used it.
Place Transfer paper on steel. Placed a printed design on normal printer paper over the transfer paper. Then traced the design with a red ball point pen.

Saral paper is pretty great stuff. I use it to transfer designs onto sheet metal for pin striping. Another thing that works well for me is rubbing the backside of your sheet of paper with conte crayon. It works the same as saral but I use it in instances when I am not looking for permanence. Sometimes saral can be difficult to remove. Conte crayon on the other hand erases easily, but you must keep your hands out of it.
