Well, your not chomping at the bit for a solution - so that's good.

Download Gimp and learn it. It's a steap learning curve, but a good (and free) program, as mrthe explains below.

Inkscape is like illustrator and free too

i downloaded inkscape worked like a charm ! I am also gonna try out gimp when i get a free second . that first program helped out amessly .

You can use the reduce/enlarge feature of most copiers to do the same.
