Well Fred, the key here is to do as he did and make sure the cartridges are dead.
You don't have to go so far as to have them drilled out like these but it's not a bad idea - makes sure everyone knows now and in the future that these are just empy casings with seated bullets.
Hmmm.... I wonder about doing something with a pierced design... that way you get the 'yes this is just a display' but with the holes included in the design....
I like the silver look on these - is that plating or are they just a white(ish) brass / steel case?

Those bullets are not easy to engrave; it's a good exercise in keeping graver and surface into the right angle... I did a 9mm bullet myself for my daughter; an ornament to put over her 'dreadlock'. I put the rose on it. Arnaud remarked there was too many blank space left, so he added the border for his granddaughter.
