Howdy folks, I haven't been on here much in the last year, so I thought I would say hi and say it's great to see that this wonderful source for engraving artists is still going strong!

I love the forming on the flowers.

Karl, that's what it looks like to me also. Good question.
The cut lines on the background tend to make me agree with you.
But maybe we will both find out.

It has three layers, a pierced out section that is soldered onto the back piece, as well as the sculpted flowers that were soldered on as a top layer.
Here is the middle layer with the start of the flowers.

Thank you Monk!
After talking to Silverchip and taking his advise, I started trying to teach myself Chasing and Repousse to go along with my silver so I can get more depth and dimension in my work, and am having a blast with it!
