I've been playing around with the Winchester and Sheffield knives they sell on Amazon, the brass is REALLY soft... engraves like butter, and the knives are dirt cheap.

check ebay under airport seizure knives- they sell for a couple a bucks each when bought in bulk
I've had students engrave stainless steel Winchester knives from Walmart which also cut easily.
