To me it looks like he's getting ready to go flaps down into the glide.
If he was climbing the wings would be in a more forward position allowing them to pull the duck into the air, kinda like the first time I skydived and got outa position. I was frantically trying to dogpaddle back into position. And no, you can't dogpaddle in a bullet dive and correct your position.
