Gravers are used for making an incision into the metal. With etching the metal is removed with acid and not by a graver. You might have a look at this: Etching vs Engraving

As to your question, etching is a chemical process used to remove/eat up steel,therefore a graver is not used.
I think there might be a little misunderstanding going on. You can use engraving tools to cut through the resist then use acid to etch.
