My husband has been working on this. Chujybear, Rob says:
By its terms no, but people are afraid that when the ban is enforced FWS agents won't be able to tell the difference. The way they are speaking about structuring the ban, it will be the sellers responsibility to prove the ivory is legal. In other words, guilty until proven innocent.
